Project Financial Management System

I.  General Principle

Article 1
In order to standardize and strengthen project fund management and improve the reasonability and efficiency of project fund utilization under CLH, we formulate this system. It complies with the Charity Law, CLH Constitution and relevant state regulations and gives consideration to the actual situation of CLH.

Article 2
CLH is an institution registered with the Ministry of Civil Affairs. We carry out projects in adherence to the tenet of conforming to the Constitution, laws, regulations and national policies, observing social morality, carrying out liver health promotion work for the whole society with focus on adolescents, children, the elderly and the disadvantaged, and actively promoting liver disease prevention and control.

II.  Project Establishment

Article 3
The establishment of a project under CLH shall fulfill the necessary project procedures. The department which initiates the proposed project shall submit an application to the CLH director with a signature by the person in charge of that department. The project will be officially established if the CLH director approves and signs the project proposal.

Article 4
The project implements the project leader system. The person in charge of the project will be fully responsible for the project, including the funding source, activity arrangement, expenses, and project effectiveness.

Article 5
All projects should follow the relevant provisions of this regulation and carry out activities under the unified management of CLH.

III.  Project Accounting

Article 6
The separate accounting system for various projects shall be implemented. The utilization of project funds shall follow the principle of scientific arrangement and rational allocation. The funds for various projects shall be earmarked according to the proportions prescribed in relevant regulations. Any department or individual shall not intercept or misappropriate the project funds. The financial management and accounting of the project shall establish a detailed ledger and separately calculate the income and expenses of each project.

Article 7
The project implements a budget management system. After the project is established, the project leader submits the financial budget of the project. Project expenditures shall strictly stick to the established budget. All expenditures shall be uniformly signed and confirmed by the project leader.

Article 8
All kinds of projects shall have a clear financial budget when the project is established. The financial budget shall include 10%-30% overhead, including expenses for daily water, electricity, gas, heating consumption, scientific research, office rent, special equipment maintenance, training, insurance, audit, business entertainment, etc., which is used for the relevant management expenses of CLH.

IV.  Project Supervision

Article 9
During project implementation, the fund utilization and project progress shall be reported to the entrusting party in time, so that the entrusting party can supervise the project. The person in charge of project implementation shall strictly comply with the relevant financial and legal regulations of China, prohibit any form of interception, misappropriation, offset and receipt of kickbacks, and formulate internal management measures, establish and improve internal control systems and strengthen the management of project fund utilization according to this regulation.

Article 10
After the completion of the project, the Project Completion Report shall be submitted according to the requirements of the entrusting party, and relevant materials such as pictures, files, records and videos shall be provided.

V.  Project Information Management

Article 11
During project implementation, institutionalized, informatized and archived management of various types of data and information shall be deployed.

Article 12
After the implementation of the project, all data of the project shall be archived.

VI.  Supplementary Provisions

Article 13
In the process of project implementation, if the project cannot be continued due to objective conditions or irresistible factors, CLH shall terminate the project implementation and return the final payment to the entrusting party, and submit the existing project results to the entrusting party.

Article 14
Matters not covered by this regulation shall be implemented in accordance with relevant laws and regulations of China and the CLH Constitution.

Article 15
This regulation shall come into effect from November 1, 2016.

Article 16
The board of directors reserves right of final interpretation of this regulation.
